Clark County commissioners are set to vote Wednesday on a $2.66 million contract to resurface roads in Springfield Township. The same meeting covers emergency repairs to the Public Safety Building, new 2027 health insurance rates for county workers, and liens on unpaid water bills for six property owners, including one home in New Carlisle. What the board will vote on

Commissioners will consider awarding the Clark County-Springfield Township 2026 OPWC Resurfacing Project to R.B. Jergens Contractors, Inc. for about $2.66 million, running from Oct. 28 through June 30, 2027. On the same agenda, they will consider an emergency contract with Bruns General Contracting for about $14,500. That money would pay for temporary shoring on deteriorated columns inside the Public Safety Building, through Nov. 30. Clark County Commissioners

The board will also decide whether to accept a permanent highway easement from a private landowner in Medway. The land is needed for right-of-way along County Road 335, known as Spangler Road, and the county would pay just over $30,000 combined for two parcels. That continues a Spangler Road safety project the board already weighed at its October 21 agenda. Separately, commissioners will consider adding about $71,600 to the Community Improvement Corporation's economic-development contract, bringing its total to $396,580.52, to cover temporary funding for youth services. More contracts on the table

  • A $40,000 contract with Safety Kits Plus for bleeding-control kits, paid for by a federal homeland security grant. Clark County Commissioners
  • A memorandum of understanding letting the city of Springfield use up to 20 of the county's VPN connections to test its Spillman dispatch system, through January 27, 2027. Clark County Commissioners
  • Bids opened for a new Family Services visitation building ranged from $950,000 to about $1.29 million; commissioners will refer them to staff for further review rather than award one. Clark County Commissioners

Insurance rates and an old park fund

For 2027, employees would pay a monthly PPO premium of $160.90 for single coverage or $473.32 for family coverage. Lower rates apply under a high-deductible plan, which comes with a county contribution to a health savings account. County officers starting new terms in 2027 would pay 15% of the PPO premium or 10% under the high-deductible option. Clark County Commissioners

Commissioners will also consider closing out money set aside for years under the heading "Veteran's Park Renovation," near the county's Springview property, now standing at about $124,000. Because the park is no longer expected to be built, the funds would move to a new Veteran's Capital Projects fund for a vehicle and a computer server for the Veterans Service Commission. A related item would rescind an earlier $53,000 appropriation for the same purchase, since the new fund did not yet exist when that appropriation was first approved. Clark County Commissioners

Liens on local properties

The board will decide whether to place unpaid water and sewer charges on the 2027 tax duplicate for six properties across Springfield, Bethel and Moorefield townships. One is a home on Stratmore Street in New Carlisle, where water has already been shut off, carrying a balance of $296.68. The largest balance, on May Street in Springfield Township, totals $5,357.30. One property is owned by a private applicant, 1145 LLC, with a balance of $856.28. Clark County Commissioners
