Clark County board to weigh contracts, grants, road bids
Commissioners are scheduled to consider new contracts, grant requests and a $2.66 million road-resurfacing bid at their October 14, 2026 meeting.
Clark County commissioners are scheduled to vote on a stack of contracts and grants at their October 14, 2026 meeting, from building repairs to a new emergency alert system. The biggest item is a bid to resurface county and Springfield Township roads for about $2.66 million, which the board will send to staff for review Clark County Commissioners.
What commissioners will vote on
The board will consider a contract worth about $99,000 with ROK Technologies for cloud data storage and GIS services, replacing an earlier deal after the original server could not be set up as planned. The same agenda includes a $49,000 contract with Scanlan Construction to repair the entry floor and ramp at the public safety building Clark County Commissioners.
Commissioners will also weigh a contract worth about $29,000 with Regroup Mass Notification for a countywide alert system running from the end of this year through 2029. A separate contract worth about $11,000 would keep the Sheriff's Office radios maintained by P&R Communications through next June Clark County Commissioners.
Two contracts with the Springfield Arts Council, worth $15,000 and $40,000, would fund air-quality advocacy and rideshare promotion tied to the Summer Arts Festival and Winter Arts season. A grant of nearly $13,000 to Baker's Locksmith would help pay for renovating a new retail building in the county Clark County Commissioners.
Grants and road money
The board is also set to accept a $3,750 cut to the Ohio EMA's FY25 hazmat-training grant, lowering it to $17,880, because planned classes did not happen due to low attendance. At the same meeting, commissioners will consider seeking up to $102,890 from Ohio EMA's State Homeland Security Grant and about $83,600 from the state's Traffic Safety Office for a county traffic-safety program Clark County Commissioners.
On the roads side, commissioners will acknowledge rebids for the Clark County-Springfield Township resurfacing project, with R.B. Jergens Contractors submitting the apparent low bid against an engineer's estimate of about $2.66 million. The agenda calls for referring the bids to staff for evaluation rather than awarding the contract outright Clark County Commissioners.
A separate item would authorize about $58,500 to buy twenty handheld radios and replace sixty truck radios for the County Engineer's Office, funded through motor-vehicle and gas-tax dollars to support road-crew safety Clark County Commissioners.
Other business on the agenda
Commissioners will also consider a lease renewal letting the Clark County-Springfield Transportation Coordinating Committee keep its office space at the Springview Government Center for about $11,700 a quarter. A separate item would approve a $2,500 payment to a Springfield resident whose water bill rose after a defective county curb valve, not her own service line, caused a leak Clark County Commissioners.
The board is also scheduled to adopt a new countywide budget policy and accept the Sheriff's Office's September jail expenditure report, which totaled about $94,400. A separate item would authorize travel reimbursements for county employees traveling to out-of-state conferences later this year Clark County Commissioners.
An add-on item would dedicate a turnaround easement at the west end of Green-Field Drive in Green Township and let commissioners sign the related survey map Clark County Commissioners.
